(CelebrityAccess) — Canadian singer-songwriter Neil Young claims that his marijuana use has become a factor in his bid to become a dual citizen of the United States.

According to a statement on his website, Young says that after decades of residing in the U.S., he recently applied to become an American citizen in order to be able to cast a vote in the 2020 presidential election.

According to the CBC, Young says he passed the citizenship test but was told he must complete a second test due to his past use of cannabis.

Earlier this year, U.S. Citizenship and Immigration Services noted that applicants who have possessed, grown or distributed marijuana may lack “moral character” even if they did not violate U.S. law.

“I sincerely hope I have exhibited good moral character and will be able to vote my conscience on Donald J. Trump and his fellow American candidates, (as yet unnamed,)” Young said in a statement.
